Fixed Pollution Sources Discharge Permit Classification Management Directory (2017 Edition)

The "Classified Management List of Discharge Permits of Fixed Pollution Sources (2017 Version)" was reviewed and approved by the MEPs' departmental meetings on June 19, 2017 and is hereby promulgated and will be implemented as of the date of promulgation.

Fixed pollution source permits classification management directory
Article 1 In order to implement the classification management of sewage discharge permits and issue them in an orderly manner, according to the Law of the People's Republic of China on Prevention and Control of Air Pollution of the People's Republic of China on Prevention and Control of Atmospheric Pollution, the Notice of the General Office of the State Council on Issuing the Implementation Plan for Controlling the Permit for Emission of Pollutants "(State-owned [2016] 81) the relevant provisions of the special formulation of this directory.
Article 2 The State shall, according to the amount of pollutants, emissions and the degree of environmental damage caused by pollutants released by enterprises and institutions that discharge pollutants, and other production and business operators, implement key management and simplified management of discharge permits.
Article 3 Existing enterprises and institutions and other production and business operators shall, in accordance with the provisions of this catalog, apply for a sewage disposal permit within the time limit for implementation.
Article 4 Enterprises and institutions and other production and business operators who engage in the production and operation of more than two industries in this catalog in the same place shall apply for a sewage disposal permit.
Article 5 The enterprises and institutions and other production and business operators outside the industries from the first to the thirty-second categories of this directory shall have the centralized treatment of boilers, industrial furnaces, electroplating, domestic sewage and industrial wastewater in the thirty-third category of industries under the directory Such as general processes, should apply for a common process of sewage permits.
Article 6 Enterprises and institutions other than this directory and other production and business operators who apply to key management industries as provided in this catalog shall apply for a sewage disposal permit under any of the following circumstances:
(A) was included in the list of key sewage units;
(2) annual emissions of sulfur dioxide and nitrogen oxides exceeding 250 tons per year;
(C) smoke dust emissions greater than 1,000 tons;
(D) of the annual chemical oxygen demand emissions greater than 30 tons;
(E) ammonia nitrogen, petroleum and volatile phenol total annual emissions greater than 30 tons;
(6) Other single poisonous and harmful air, water pollutant pollution equivalent number is greater than 3000 (pollution equivalent number according to "People's Republic of China Environmental Protection Tax Law" requirement).
Article 7 This directory shall be explained by the competent department of environmental protection under the State Council and amended as appropriate.
Article 8 This directory shall come into effect on the day it is released.
