The Tiered Assessment Service for Innovation and Intellectual Property Management Capability Based on ISO 56005 is a third-party evaluation service initiated by the International Partnership for Standardization of Innovation Management (IMSPP) and filed with ISO/TC 279, benchmarking this international standard. This service not only determines whether an organization has established an integrated innovation and intellectual property management system but also further evaluates its management capabilities. It is divided into five levels: Initial Level (no systematic management), Process Level (established basic procedures), Project Level (effective use of intellectual property in innovation projects), System Level (integrated strategy-resource-performance), and Ecosystem Level (internal and external collaboration to maximize value). The evaluation adopts a "third-party diagnosis + capability building + grading evaluation" trinity model, focusing on three main lines: strategic collaboration, process integration, and value realization. The complete process includes initiation, rating application, graded evaluation, compliance review, and certificate issuance.
